一次配电网络是从配电变电所引出线到配电变电所（或配电所）入口之间的网络。在中国又称高压配电网络。电压通常为6～10千伏 ，城市多使用10千伏配电。随着城市负荷密度加大，已开始采用20千伏配电方案。由配电变电所引出的一次配电线路的主干部分称为干线。由干线分出的部分称为支线。支线上接有配电变压器。一次配电网络的接线方式有放射式与环式两种。
电力系统各种电压等级均通过电力变压器来转换，电压升高为升压变压器（变电站为升压站），电压降低为降压变压器（变电站为降压站）。一种电压变为另一种电压的选用两个线圈（绕组）的双圈变压器，一种电压变为两种电压的选用三个线圈（绕组）的三圈变压器。
配电线路按结构有架空线路和地下电缆。农村和中小城市可用架空线路，大城市（特别是市中心区）、旅游区、居民小区等应采用地下电缆。
